		<description>Oh, there is plenty of interest in the program for the west side, just not enough yet.  Pam Dreef on Waverly is very actively seeking support for it from west Houston Heights neighbors.  The gathering of support has been totally done by otherwise unrelated neighbors.  We will have to have the Houston Heights Association petition the city for us as you have to have some entity on the contract with the county(the city's approval is a formality.)  It just has been a long process getting the money pledged and the west side was started later than the east side.  Like many things that neighbors do in the Heights, we've just been working on our own pretty much until we really need the HHA boards approval.  The HHA Safety and Security committee is not working on it to my knowledge.  I attended one meeting over a year ago and Adrian Garcia promoted a citizen watch over this constable plan and Ed Gonzales is who is a police officer is now the chair of that committee.  I say we need both.  HPD seem to be not to high on these plans because they fear a break down in data gathering about crimes. I think we could take steps to ensure that what the constables investigate or observe is reported by way of a volunteer liaison.  It is even subsidized in part by the county.</description>
